The bill also emphasized the need for the establishment of the LMDA as an institutional model of an ecosystem based development planning and management, to ensure that sustainable development, as the main strategy, would preserve the natural environment of the Lake Mainit for future generations.\textbackslashn Full Text Translate Full text MAINIT, Surigao del Norte, Nov. 14 (PNA) In an effort to have more recognition and more development programs in the fourth largest lake in the Philippines, officials of the Lake Mainit Development Alliance (LMDA) push for the association's representation in the House of Representatives. In an interview Sunday, new LMDA chair and governor of Surigao del Norte Sol F. Matugas said the association needed more recognition for further development in the area. The move was realized during its meeting at the Agusan del Norte Provincial Training Center, Capitol Site, this regions capital city, he said. The move came out after officers and members of the local government units of Agusan del Norte and Surigao del Norte suggested to include the representation of the House of Representatives of the districts in the Board of Trustees (BOT) of LMDA as honorary member. Matugas said the presence of the Congressional representative would help a lot in the sustainable development of Lake Mainit, the fourth largest and considered the deepest and cleanest lake in the country today. He said the Congressional districts in both the provinces of Agusan del Norte and Surigao del Norte could assist the LMDA in its programs and projects, especially in the allocation of funds and policy formulation. The BOT and LMDA officers and members have endorse Surigao del Norte Representatives Guillermo Romarate, Jr. (2nd district) and Francisco Matugas (1st district) and Butuan City Rep. Jose Aquino II and Agusan del Norte Rep. Ma. Angelica Rosedell Amante (2nd district), to represent LMDA in the House of Representatives. Following the move of its BOT to include the representation of the House of Representatives of the districts in the BOT as honorary member, the LMDA drafted an act creating the Lake Mainit Development Authority, prescribing its powers, functions and duties, appropriating funds thereof, and for other purposes. The draft bill, which was presented to the BOT on Tuesday, during its 14th regular meeting, seeks the creation of Lake Mainit Development Authority as the management body of Lake Mainit Watershed, the main ecosystem that flows into the Lake Mainit from the provinces of Agusan del Norte and Surigao del Norte then flows out to the Butuan Bay and its coastal areas. Lake Mainit straddles the southern part of Surigao del Norte and Agusan del Norte. The diverse ecosystem and abundant resources of Lake Mainit had been commonly shared by the four lakeshore municipalities of Alegria, Mainit, both of Surigao del Norte and Kitcharao and Jabonga, both of Agusan del Norte with the two upstream and headwater municipalities of Sison and Tubod, also in Surigao del Norte and with the downstream municipalities of Santiago and Tubay, both of Agusan del Norte. Lake Mainit's watershed is composed of five ecosystems namely: upland, lowland, rivers, lake and coastal areas. The sustainability of the lake and its environment has been challenged by the increasing demand of the growing population in the area.
